Process Maturity Of The Training Programs Forcitizen E-Id System Operators: Evaluation And Recommendations
The Ministry of Home Affairs of Indonesia targetedthat the implementation of citizen e-identity (e-ID) should record 172 million citizen by the end of 2012. The implementation,however, faced many obstacles at different levels. To deal with those obstacles, the authority of the District of Sukoharjo had provided several training programs for e-ID system operators. Yet some obstacles were still encountered. This paper presents our research on (i) evaluating the process maturity of those training programs and (ii) formulating recommendations for improvement. Process DS7 (Educate and Train Users) of COBIT 4.1 was used as our research framework. The research was conducted by distributing questionnaireand interviewing key persons. The result showed that the process maturity of the training programs for e-D system operators in the District of Sukoharjo was at level 2 (repeatable but intuitive). Therefore the research offered a number of recommendations based on COBIT 4.1. After validating the recommendations with key persons, the research found out that the authority of the District of Sukoharjo were capable but need great efforts to implement the recommendations, i.e. scored 3.6 in the scale of 1 (not capable at all) to 9 (very much capable).
